The Outlook queue is a list of contacts that Salesforce CRM for Outlook has synced between Microsoft Outlook and Salesforce.com but that haven't been linked with accounts. If there is a clear account match for a contact, it's automatically assigned to the contact. Otherwise, the contact appears in the queue for you to manually assign to an account.
